Nannette Hegerty became Milwaukee's police chief four years ago with a "business plan" to get more officers on the street, cut the bureaucracy, delegate authority, improve relations with everyone and set up a system to spot problem officers. Nannette Hegerty leaves office Friday after four years as Milwaukee's police chief. Hegerty, who declined an interview request, usually was careful not to take credit for drops in crime, saying police were only part of the solution, though she often brought up the need to hire more officers. Hegerty did use her clout, perhaps most significantly to end automatic police response to burglar alarms by requiring proof of a crime before sending officers. With a goal of preventing misconduct, Hegerty promised in 2003 a warning system to spot problem officers. read more
