Officials mull new public speaking rules for council meetings (Muskogee Phoenix)
City officials moved a step closer Tuesday toward adopting a set of rules that would govern public comments and presentations made during city meetings. Muskogee Public Works Committee members said the proposed rules are designed to encourage — not discourage — public attendance and participation in government affairs. Among other things, the rules that will be considered for adoption Monday would impose a three-minute time limit on any person wanting to address city officials during a public meeting.
