White, 74, made his last appearance at Mattoon City Hall during an emotional reception on Nov. White had served in city government in many roles since 1966 — city clerk, treasurer, city commissioner and member of an advisory board for the revolving loan fund. But White was known for his dedication to more than the bank ledgers and blueprints for development, said Janice Moritz, a longtime friend of White and his wife, Mary Ann, who was his high school sweetheart. The inside joke around city hall the past two years was the information loop for city government started in White’s office.
